Retail Services Manager

Under direction, the Retail Services Manager will be responsible for overseeing the SFPUC's Power Enterprise Retail Services group. This position will oversee the SFPUC's role as the City's Meter Data Management Agent through the maintenance, management, forecasting and processing of meter and service data for billing and reporting; support, prepare and/or submit a wide variety of reports to state and federal agencies; provide analytical support for various internal Power teams on meter, load, generation, and billing data; maintain documentation of various business processes.

The Retail Services group has grown significantly over the years due to the maturity of the CleanPowerSF program and Hetch Hetchy Power's growing customer base driven by new housing development and the transportation and building electrification needs of the City. This manager will provide oversight for the analysis, consultation, and support to policy, planning, and management issues, including program design, and organizational strategies, coordinating with other Power work groups as they relate to Power's business and strategic plans. The essential duties of this position include, but are not limited to the following:

  • Serve as a subject matter expert for complex utility operations specifically related to renewable energy resources, including solar, wind, and hydroelectric resources, as well as renewable energy regulations and compliance requirements.
  • Responsible for overseeing the verification, validation, and reconciliation of invoices related to power purchase agreements between energy buyers and suppliers. This role ensures accuracy in billing, compliance with contractual terms, and proper financial reporting.
  • Responsible for registration, management, and compliance of renewable energy credits (RECs) within the Western Renewable Energy Generation Information System (WREGIS). Ensure that renewable energy projects comply with regulatory requirements, maintain accurate REC tracking, and support internal and external stakeholders with WREGIS-related processes.
  • Review, analyze, and assign appropriate electric rates to customers based on regulatory guidelines, customer usage patterns, and SFPUC policies. This role ensures accurate billing, compliance with utility regulations, and effective communication with internal teams and customers regarding rate structures.
  • Collaborate with billing and customer service teams to resolve rate-related inquiries and disputes.
  • Analyze customer energy consumption patterns and recommend the most suitable rate plans. Assist in developing and implementing new rate structures to reflect market changes and regulatory updates.
  • Responsible for management and oversight of the collection, validation, analysis, and reporting of meter data. This role ensures the accuracy, integrity, and timely availability of meter data for billing, customer service, regulatory compliance, and operational efficiency.
  • Responsible for leading the development and analysis of electric load forecasts, ensuring accurate predictions of electricity demand for operational and strategic planning. This role involves managing forecasting models, analyzing market trends, collaborating with internal and external stakeholders, and supporting regulatory reporting and business decisions.
  • Related duties as assigned.

Education: Possession of a baccalaureate degree from an accredited college or university; AND Experience: Six (6) years of professional experience in electric utility load forecasting, meter data management, metering, and billing services, of which three (3) years must include experience supervising professionals. Substitution: Additional qualifying experience may be substituted for the degree requirement on a year-for-year basis up to 2 years. One year (2,000 hours) of qualifying experience will be considered equivalent to 30 semester units/ 45 quarter units. An advanced degree in relevant fields of study such as business, computer science, economics, administration, or public policy may substitute for one year of experience. One year of full-time employment is equivalent to 2000 hours.
