The Judicial Council of California is accepting applications for the position of Architecture and Engineering Supervisor for Facilities Services. Under the direction of the Building Official, the Architecture/Engineering Supervisor for Quality Assurance is responsible for oversight of the day-to-day functions and activities of the Quality Assurance team. Incumbent is responsible for supervising a team of architects and engineers, leading design reviews of new courthouse facilities and facility modification projects, developing and maintaining quality assurance policies and procedures, developing and applying design standards for building equipment and building systems, program development, training, and allocating resources for assigned capital and facility modification projects. The incumbent is a California Building Code expert who manages the peer review process for code conformance in design and construction projects. The incumbent has experience in personnel management over licensed and specialized personnel. The incumbent has knowledge and experience of whole building design and construction including comprehensive architectural and engineering disciplines. Incumbent is a California licensed architect or engineer with prior project management and supervisory experience.

The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. The successful candidate will be expected to work in person at the Judicial Councils San Francisco or Sacramento office at least two days per week, based on their office leaders direction, and reside in the areas surrounding these locations.

Responsibilities

Supervisory duties:

• Recommends selection of staff.
• Trains staff and propose internal and external training courses and workshops.
• Approves time off requests.
• Reviews and approves time sheets.
• Evaluates employee performance and conducts performance reviews.
• Administers discipline as required.

Oversight of Quality Assurance unit and Program:

• Oversee the day-to-day activities of the Quality Assurance unit in managing capital and facility modification projects.
• Prepare, assign, maintain, and oversee the flow and quality of work to ensure timely completion of assigned workload and adherence to standards of quality control.
• Working with the Project Management staff, manage the pre-design and design phases, and provide detailed reviews of draft construction plans and specifications to help determine if there are factors that may impede construction or factors that may impact time, cost, or quality.
• Track and analyze recurring issues; identify and recommend solutions through effective communication and teamwork.
• Oversee the fire and life safety project work under the jurisdiction of Office of the State Fire Marshall:
• Maintain contracts for FLS firms, track project progress, review and approve invoices.
• Oversee the work of Fire Protection Engineer and keep track of FLS projects progress.
• Manage project registrations of OSFMs GovMotus platform.
• Provide training to staff on account creation, drawings format, and process of uploading drawings.
• Provide FLS review to staff utilizing FPE on staff of FLS consultants under contract.
• Oversee the work of JCC staff in the design review milestone, page-turn meetings with the Office of the State Fire Marshal and project design teams.
• Participate as needed.
• Oversee architectural and structural design reviews:
• Provide oversight on architectural, ADA and CBC accessibility reviews during design and construction for capital outlay and FM projects.
• Maintain spreadsheet of LEED certification of capital projects.
• Track progress of capital projects on LEED credits throughout design and construction.
• Provide JCC input on credits needing owner input.
• Oversee the mechanical, electrical, and plumbing projects:
• Track progress on the MEP FM projects across the state handled by the mechanical engineer.
• Provide technical peer reviews for capital outlay projects.
• Provide Specialized technical knowledge to staff:
• Manage architectural and engineering peer reviews.
• Coordinate information between reviewers and JCC project managers.
• Assist the Building Official with liaison activities with Office of the State Fire Marshall (OSFM), Board of State and Community Corrections (BSCC) and California Division of the State Architect (DSA).
• Manage design reviews at project milestone and page-turn meetings with OSFM, BSCC, DSA and project design teams.
• Solicite structural, mechanical and fire protection peer reviews as appropriate for projects at milestones.
• Conduct site visits as appropriate to determine scope of work and the technical needs; assign work to the architect and engineers on the team based on technical expertise.
• Facilities Standards development:
• Assist the Building Official with development of Facilities Standards based on changes in title 24, industry knowledge, and lessons learned from completed facilities projects.

Minimum Qualifications Education and Experience

Bachelors degree with major work in architecture, building construction management, mechanical engineering, or a directly related field, and five (5) years of building architecture, engineering, and/or construction experience and one (1) year of supervisory experience.
