Manager, Human Resources

This role is well-suited for an HR leader who is energized by building, not inheriting. In your first months, you will take a deliberate, hands-on approach to understanding the current state of HR programs, resources, and practices across BWXT Medical's Canadian operations. You will assess what is working, where gaps exist, and how HR can more effectively support a unionized, highly regulated environment.

From there, you will lead the re-establishment and evolution of core HR programs at the facility level, balancing immediate operational needs with longer-term program design. This includes rolling up your sleeves on day-to-day HR work while thoughtfully reimagining processes, tools, and ways of working that will stand the test of time. A significant and rewarding aspect of this role is working within a unionized environment represented by PSAC. You will build productive, respectful labour relationships, develop credibility with leaders and union partners alike, and help modernize how HR supports both the business and the workforce.

This is a role for someone who wants to make their mark; who takes ownership, is comfortable doing the hard work upfront, and is motivated by seeing the long-term impact of the programs and culture they help create.

Your Day to Day

  • Assess current HR programs, processes, and resources to identify gaps, risks, and opportunities for improvement
  • Provide hands-on HR leadership at the facility level, supporting employee relations, performance management, investigations, and policy interpretation
  • Lead HR support within a unionized environment, including collective agreement interpretation, grievance management, and day-to-day labour relations
  • Act as a trusted advisor to leaders, providing practical guidance on employment legislation, workforce issues, and change initiatives
  • Re-establish and strengthen core HR programs to better support a highly regulated operating environment
  • Partner with leaders on workforce planning, talent development, engagement, and succession planning
  • Identify opportunities to improve HR processes, tools, and ways of working, balancing immediate operational needs with long-term sustainability
  • Build credibility and strong working relationships with employees, leaders, and union partners through a consistent, fair, and solutions-focused approach

Required Qualifications

  • University degree in Human Resources, Industrial Relations, Business Administration, or a related field
  • A minimum of 8–10 years of progressive HR experience, including significant experience supporting a unionized workforce
  • Demonstrated hands-on experience in employee and labour relations, including managing collective bargaining, grievances, investigations, and collective agreement interpretation
  • Strong working knowledge of Canadian employment legislation and experience operating in a highly regulated environment
  • Proven ability to operate as both a strategic HR leader and a hands-on practitioner, particularly in environments undergoing change or renewal
  • Experience building, re-establishing, or significantly improving HR programs, processes, or practices
  • Strong leadership presence with the ability to influence, coach, and build credibility with leaders and employees
  • Excellent judgment, interpersonal skills, and the ability to navigate complex and sensitive situations with professionalism and integrity
  • Analytical mindset with the ability to use data and insight to inform decisions and improve HR outcomes

The base salary range for this position in Ontario at the start of employment is expected to be between $108,000 and $158,000 per year. However, the base salary offered is based on local job market factors and may vary further depending on factors specific to the selected job candidate, such as job-related knowledge, skills, experience, and other objective business considerations. Subject to these considerations, the total compensation package for this position may also include other elements, such as an annual cash incentive in addition to a full range of medical, retirement, and/or other benefits.
