This role is to assist & advise DHA in meeting mission & OASD defined responsibilities, aid in the development of DHA Transition policy, procedures, standards, tools/templates, and provide MTF sustainment support as assigned. The Transition Representative shall assist in all phases of the Facility Life Cycle Management (FLCM) activities to include the requirement development and planning, pre-design and design, construction, initial outfitting, transition, acceptance, closeout and sustainment.

Travel to & conduct Interior Design site investigations at the MTF.
Travel to & conduct Transition Services site investigations at the MTF.
Identify & develop Transition Services requirements on behalf of Project Sponsor to include:
Develop & documents end-state results & objectives to include meeting Transition Services DoD & DHA criteria
Develop & documents the condition of existing Transition Services & whether to reuse or purchase new
Determine quantity & location of Transition Services for new or renovated spaces
Review acquisition documents, to include Design, Construction, Initial Outfitting (IO) Contractor's RFPs/SOWs
Communicate what Transition Services deliverables are required during pre-design, design, preconstruction, construction, and outfitting so Government & contract reps can confirm conformance/compliance w/ criteria/standards
Pre-Design & Design:
Review Transition Services design deliverables and coordinates documentation with project stakeholders
Respond to RFIs related to Transition Services
Assists the Government in developing Transition Services design change requests
Preconstruction, Construction, Initial Outfitting:
Respond to RFIs & ASIs related to Transition Services
Assists Government in developing Transition Services construction & outfitting change requests, review proposals to changes
Inspections & Acceptance:
Closeout & Warranty:
Minimum of five (5) years demonstrated experience in healthcare & research lab facility operations.
Minimum of five (5) years demonstrated experience defining & communicating Transition requirements, constraints, objectives design and construction for all areas of the project life cycle to include reading & reviewing Transition design documents, construction submittals, inspecting Transition supplier and installers work, and confirming Transition closeout submittals were received.
Minimum of five (5) years' demonstrated experience in developing and reviewing Transition Requirements such as planning, design, construction, and outfitting deliverables.
Experience reading & reviewing design documents to include (a) design analyses, (b) plans, (c) specs, (d) cost estimates
Experience reviewing construction documents to include (a) RFIs, (b) ASIs, (c) Shop Drawings, (d) Product Literature
DoD Cybersecurity Policy & Criteria Development
Experience in executing DoD military medical projects
Microsoft Office Suite
Experience with DHA DMLSS/LogiCole data base and running inventory reports
Has coordinated Authority to Operate (ATO) documentation through Government approving officials
