Executive Director Of Early Childhood Programs

Provides executive leadership and oversight of BRCA's early childhood programs, including Early Head Start, Head Start, NC Pre-K, and Day Care, ensuring program quality, compliance, fiscal accountability, and alignment with BRCA's mission and strategic goals across all childcare development centers.

Specific Job Duties:

  1. Provide leadership and oversight for all BRCA early childhood programs, including Early Head Start, Head Start, NC Pre-K, and Day Care across all three BRCA centers: Circle of Friends Child Care Center (Rutherford College), Quaker Meadows Generations (Morganton), and Northside Children's Learning Center (Lenoir)
  2. Dedicate time on a weekly basis to each of the three BRCA childcare centers to deliver on-site support, assess program quality, monitor compliance with standards, and ensure operational consistency across all sites.
  3. Ensure compliance with Head Start Program Performance Standards, NC Child Care Licensing, ERSEA, CACFP, and all applicable federal, state, and BRCA regulations.
  4. Prepare, submit, and manage all grants, renewals, and reports for Head Start, Early Head Start, NC Pre-K, CACFP, and other related funding sources.
  5. Develop and monitor departmental budgets in collaboration with the Executive Director and Finance Director, ensuring all expenditures align with program objectives and funding requirements.
  6. Review and approve purchase requisitions, program expenditures, and grant-related requests in accordance with BRCA fiscal policy.
  7. Ensure timely and accurate completion of all internal and external reports, including state, federal, and agency reporting requirements.
  8. Oversee CACFP compliance and reporting, ensuring accurate documentation, meal counts, and submissions.
  9. Coordinate with the Community Services Department to maintain full enrollment, oversee recruitment activities, and manage waitlists.
  10. Represent BRCA in community partnerships, committees, and meetings, promoting collaboration and strengthening relationships that support early childhood programs.
  11. Lead or designate staff to coordinate the Head Start/Early Head Start Policy Council, ensuring compliance with all federal guidelines and effective communication with parent representatives.
  12. Provide direct supervision and support to Center Directors.
  13. Provide leadership for staff development, including planning and facilitating agency-wide training, professional development, and pre-service and in-service opportunities for all Child & Family Development staff.
  14. Collaborate with Center Directors to ensure all child, family, and staff files meet recordkeeping and confidentiality standards required by funders and licensing bodies.
  15. Perform additional duties as assigned by the Executive Director, necessary to the success and continuous improvement of the Child & Family Development Department.
  16. Attend at least (2) two programmatic trainings (conferences, training sessions, etc.) per year and serve on a minimum of two (2) Boards locally, state or federal level.

Qualifications:

  • Bachelor's degree in business administration, Child Development or related field
  • Four (4) years of experience within the Head Start program in a management capacity
  • Two (2) years of experience supervising staff.
  • Experience in fiscal management and administration.
  • Strong communication skills (written and verbal).
  • Availability to attend conferences and training sessions.
  • Valid North Carolina driver's license and reliable transportation

Preferred:

  • Master's degree in business administration, Social Work, or related field
  • Two (2) years of experience within a Head Start program in a management capacity

Other Requirements:

  • Employees must be able to work as a team
  • Employees must be able to relate well to a diverse population.
  • Employees must be able to pass a criminal background record check, DMV, and substance abuse tests.
  • Must be able to work in multiple locations with a base location in Burke County, NC, may have use of a company vehicle.
