Basic Commerce and Industries, Inc. (BCI) is seeking to fill a full-time Principal Engineer / Navy Subject Matter Expert (SME) in support of the Naval Surface Warfare Center Dahlgren Division (NSWCDD) Integrated Combat Systems Department (V) department. BCI's areas of expertise include Human Systems Integration/Human Factors Engineering, Interoperability, Training, Operational Systems Safety, and Weapon & Combat Systems Engineering. BCI's work force of employees and consultants includes human factors engineers, operational engineers and former naval officers and enlisted subject matter experts.

Experience Required:
Successful candidates must have a minimum of 20-25 years civil service or original equipment manufacturer (OEM) experience; US Navy surface warfare experience gained while on active duty senior enlisted or officer, serving on carriers, DDGs, CGs, LCS, large deck or smaller amphibious ships, or land-based test sites, etc.; or some combination of both to meet the 20-25 years' requirement. Specialized experience is required in such programs as Aegis Combat and Weapon Systems, Aegis Ballistic Missile Defense (ABMD), Advanced Training Domain, Aegis Combat Training System, Integrated Air and Missile Defense (IAMD), Undersea Warfare, NIFC or distributed training environments. Knowledge and understanding of simulation/stimulation systems used for Aegis, Aegis BMD and/or SSDS combat systems testing and training is a plus. Advanced writing and speaking abilities a must. Two (2) years' experience with Microsoft Office Suite applications (Word, Excel, PowerPoint) is required, experience with Microsoft Visio is a plus. A formal degree supporting systems engineering, software engineering or significant analysis experience is a plus.
Description of Duties:
This position will provide senior level systems engineering and analysis support to the Combined Integrated Air and Missile Defense (IAMD) Anti-Submarine Warfare (ASW) Trainer (CIAT) providing direct support to the Lead Baseline Manager who is responsible for the planning, execution and delivery of new CIAT software baselines. This position will work across functional areas within the CIAT program in areas including systems engineering, third party simulation/stimulation capability, hardware and software development, network management, test and evaluation, readiness, sustainment and obsolescence. The position plays a critical role in ensuring that CIAT meets the training needs of the fleet. It involves development of in-depth understanding of Concepts of Operations (CONOPS) and functionality of current and emerging Combat Systems enhancements, coordination with training staff to understand training approach, and translation of operational training concepts into clear, concise, and verifiable technical requirements that can be understood and implemented by CIAT technical staff. Duties include: (1) Conducting Requirements Management processes; (2) Defining the scope, objectives and requirements of the baseline in collaboration with all CIAT functions; (3) Managing, tracking and ensuring traceability of baselines requirements, changes and impact assessments; (4) Providing review and recommendations on combat systems, simulation systems, and system of systems integration technical issues; (5) Conducting trade-off analyses; (6) Establishing and maintaining configuration management processes and controls; (7) Providing oversite of the build and release processes and the test and evaluation procedures and execution and resolution management; (8) Assisting with risk management and assessments; (9) Assisting with the verification of requirements implementation; (10) Reviewing requirements traceability and analysis; and (11) Providing technical assessments, evaluations, and analysis on system problems. The individual filling this role will function as part of a multi-disciplinary team of subject matter experts and engineers assembled to accomplish the tasks listed above. Must have excellent organizational skills and be able to perform efficiently and effectively on multiple assignments under tight deadlines. Must have strong interpersonal skills and be able to communicate effectively, both verbally and in writing, with the BCI team and customers.
