The primary purpose of this position is to serve as a Human Resource Specialist in a developmental capacity, performing assignments designed to further develop applicable analytical and evaluative skills and techniques. To perform a wide range of Human Resources (HR) duties at the installation, Direct Reporting Unit (DRU), or Major Command (MAJCOM) level to include employee relations, staffing, placement, performance management, labor relations, and advisory services for a variety of positions in an assigned area or organization.
Duties for GS-09 include performing developmental assignments, performing recurring assignments, and carrying out special projects and participating in special initiatives and studies. Prepares written correspondence and other documentation.
Duties for GS-11 include providing employee relations assistance, serving as a primary point of contact for staffing, placement, and position management responsibilities, and providing consultation and assistance on conduct-related issues. Serves as the HR focal point for one or more employee relations programs. Prepares written correspondence and other documentation.
Qualifications for GS-09 require at least one year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Alternatively, successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. Combination of education and experience may also be used.

Alternatively, successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position.
