Electrical Commissioning Engineer - Morocco

Allied Talent Partners (ATP), a Three Cairns Group initiative, is a mission-driven, not-for-profit talent marketplace focused on solving the human capital bottlenecks slowing down sustainable development efforts in emerging economies, with an initial focus on Africa. ATP connects vetted, experienced, context-relevant professionals to high-impact opportunities in energy access and sustainable development – strengthening local capacity and fuelling economic vitality. We specialize in fixed-term, deliverable-driven engagements – from interim leadership and generalist projects to niche technical expertise – handling project scoping, talent vetting and matching, contracting, payroll, and compliance so that our clients can focus on impact.

High-Level Overview A fast-growing data center developer/operator is delivering a hyperscale data center project for a global cloud/technology end client. The project is currently transitioning from construction to commissioning and requires external commissioning support to ensure structured execution from Level 1 to Level 5 (L1–L5) in coordination with a third-party commissioning authority (BPVI).

The client operates without a General Contractor and is managing multiple subcontractors directly (electrical, mechanical, fire suppression, etc.). Commissioning activities are therefore critical to ensure system reliability, traceability, and compliance prior to handover.

Two commissioning engineers are required (Electrical & Mechanical). One of the engineers will assume a functional Acting Commissioning Lead role for L1–L3 coordination. This designation will be confirmed based on the selected candidates' strengths and coordination capability.

  • Verify installations against drawings, schematics, and specifications.
  • Execute and document L1 pre-commissioning checklists.
  • Perform L2 standalone functional tests per system.
  • Support preparation and execution of L3 integrated testing (electrical-mechanical-BMS interactions).
  • Contribute to formal L3 readiness confirmation prior to L4 start.

Documentation & Traceability

  • Upload all checklists, reports, and test evidence to CxAlloy.
  • Maintain punch list and issue tracking register.
  • Ensure documentation compliance (100% of executed tests recorded within 48 hours).
  • Provide weekly progress reporting (% L1, L2, L3 completion).
  • Maintain a formal Interdependency Issue Register during L3 integrated testing, ensuring cross-discipline risks are identified and tracked prior to L4 start.
  • Provide an initial action plan within 24 hours of issue assignment and update issue status daily in CxAlloy during active resolution phases.
  • Maintain a daily commissioning readiness tracker during critical L3–L5 phases, including system-level % completion (L1, L2, L3) and readiness status.

L4–L5 Support (Third-Party Led)

  • Prepare systems for L4–L5 performance testing.
  • Ensure prerequisites are satisfied before test execution.
  • Support live troubleshooting during critical test phases.
  • Coordinate vendors for rapid issue resolution.
  • Contribute to consolidated commissioning dossier for handover.
  • Participate in technical discussions and readiness reviews with the hyperscale end client and third-party commissioning authority (BVPI).
  • Respond to technical queries raised during L4–L5 validation phases.

Acting Commissioning Lead Responsibilities (If designated)

  • Planning and sequencing L1–L3 commissioning activities.
  • Coordinating daily commissioning execution across disciplines.
  • Validating readiness prior to test execution.
  • Consolidating progress tracking and reporting to client.
