Job Qualifications:
• Experience in human resources management
• Masters degree in education or human resources
• Experience in educational administration preferred
• Effective oral and written communication skills
• Proficiency in collaborative leadership and interpersonal skills.
Job Goal: To plan, coordinate, and supervise personnel services in order to maximize the educational opportunities and benefits available to students, to promote the overall efficiency of the school system, and to enhance the morale of school system staff.
Job Description:
• Builds and maintains strong relationships with principals and other administrators to understand their personnel needs and ensure they are being met.
• Leads the recruitment and hiring of a workforce at all levels of the organization including substitutes, develops recruitment materials, visits college campuses, arrange for and attends career fairs, trains administrators in recruitment techniques, and plans other recruitment functions.
• Designs and direct the hiring process for all certificated and/or classified district employees, in cooperation with the administrators/supervisors for the purpose of assuring consistency in the district and ensuring compliance with state and federal law and contractual provisions including endorsement and certification.
• Participates in regional and national human resources organizations for the purpose of keeping professional human resource knowledge current with changing laws and regulations.
• Works with Kelly Services to coordinate substitute staffing and recruitment.
• Coordinates hiring efforts for staff and ensures that the process is efficient and appropriately documented including applicant tracking, reference/background checking and that credentials have been verified.
• Ensures effective orientation of all new employees.
• Manages staff performance evaluations for classified staff.
• Maintains staff allotments for all schools.
• Develops and implements efficient procedures for maintaining personnel records including job descriptions, credentials, licenses, training and professional development.
• Plans, develops, revises and oversees personnel policies in accordance with state and federal laws and school system needs.
• Supports principals and other administrators on specific personnel and employee relations issues and investigations, including Title IX issues and formal grievances.
• Ensures a fair, timely, and well-documented investigative process.
• Creates comprehensive written investigative reports that clearly identify the issues investigated, identify all relevant university policy, and summarize all relevant evidence.
• Provide updated information to schools on Title IX implementation and issues
• Ensure that mandated Title IX training for personnel is conducted.
• Supports the Superintendent in his or her overall administrative efforts and actively serves to improve communication, cooperation, and planning among administrative staff.
• Ensures the provision of Employee Assistance services.
• Coordinates efforts to acquire and maintain certification for all certified staff.
• Provides direction in training regarding sexual harassment in schools by arranging staff development, detection and response to complaints.
• Investigates and reports to appropriate parties concerning allegations of sexual harassment and discrimination in school system
• Protects confidentiality of records and information about staff, and uses discretion when sharing any such information within legal confines.
• Manages Safe Schools professional development for all employees.
• Coordinates FMLA/PPL and ensures appropriate documentation is provided for all employees.
Terms Of Employment: Twelve months (240 days) annually.
